The unemployment rate was 0.42 percentage points lower than in November 2013, ANOFM said in a statement posted on its website.
The number of unemployed people in Romania rose by 5,220 from the previous month to 468,849 at the end of November. Only 130,046 of them received unemployment benefits.
Last month, the northeastern county of Vaslui registered the highest unemployment rate in the country, of 10.95%.
The jobless rate among women was 4.74% in November, compared to 5.57% for men.
Romania's workforce is estimated at 9.0 million out of a population of some 20.1 million.
