Heinzmann, a Belgian citizen, will serve a four-year mandate as the company's head, Tarom said in a statement on Sunday.
The managing board has also appointed Michael Moriaty as Tarom's new chief financial officer as of November 12, for a one-year period.
Tarom is part of a list including 10 state-owned companies that Romania has to put under private management under an agreement with the International Monetary Fund.
In October, the airline's managing board appointed Heinrich Vystoupil as CEO, however he did not accept the contract terms he was offered and declined the post.
