- The Montenegrin parliament has adopted legislation for the transformation of the existing state-run Development Fund into an Investment-Development Fund that will support the economic development of the country. The new institution will finance infrastructure and environment projects, provide credit guarantees and help the setting up of micro, small and medium-sized companies.

- Workers at Montenegrin mining company Rudnici Boksita said they will close the bauxite pit if the management does not pay them two monthly wage arrears by December 31. The firm’s executive director Igor Kisenkov said the company’s bank accounts have been blocked and there is no money for wages in them but promised to pay wage arrears for August and September by the year's end. The mine is part of the production cycle of troubled Montenegrin aluminim smelter KAP, which the government expects to increase its output next year. Both companies are controlled by Russia’s CEAC.
