The full market deregulation, which is part of the process of the country’s accession to the European Union, aims to fight monopolism and ensure more efficient use of resources and better power supply, the energy regulatory agency said in a notice published on its website.

In 2009 Montenegro liberalised its power market for all consumers except households.

At present majority-state owned power utility Elektroprivreda Crne Gore (EPCG) is Montenegrin households' main power supplier. EPCG is co-owned by Italy’s A2A which holds a 41.75% stake in the power utility but since 2009 has a significant role in its management.
