- The leaders of Bosnia’s seven biggest political parties and the representatives of the European Union and the U.S. failed to reach an agreement to change the constitution and make the war-divided country a functioning state, and will continue talks on Wednesday, the daily said.

- Bosnia’s Indirect Taxation Authority said it decided to double cigarette excise to 0.30 marka as of January 2010.
