TIRANA (Albania), January 18 (SeeNews) – The European Bank for Reconstruction and Development (EBRD) said it is seeking a consultant to provide the Albanian Competition Authority (ACA) with capacity building, strengthening of advocacy role, and support with deepening the understanding of European Court of Justice jurisprudence.
“The assignment is expected to start in March 2019 and has an estimated overall duration of 22 months,” the EBRD said in a statement late on Thursday.
According to the EBRD, the expected outcome of the assignment is strengthened skills and competencies of ACA's officials and case handlers; strengthened competition advocacy role for ACA; and stronger understanding of ECJ jurisprudence in relation to enforcement of Article 101 and 102 of the European Treaties.
The estimated cost of the assignment is 248,000 euro ($282,469), exclusive of VAT, and will be financed by the EBRD Shareholder Special Fund.
ACA was established in 2004 and is an operationally independent authority enforcing the competition policy in Albania and reporting to the parliament.
Albania was granted EU candidate status in 2014 and hopes to launch membership negotiations this year.
