PODGORICA (Montenegro), September 15 (SeeNews) – Montenegro on Tuesday invited investors to take part in a prequalification tender for the award of concession contracts for small hydro power plants.
The object of the concession deals is the design, construction, operation and maintenance of small hydro power plants with an installed capacity of up to 10 megawatts (MW) each, the economy ministry said in a public announcement posted on its website.
Interested investors should submit their offers by 1200 local time (1000 GMT) on October 23.
The ten locations covered by the tender have been divided into three so called waterflow groups with each bidder barred from applying for more than two of them, the statement said.
In the evaluation of the prequalification bids the biggest weight - 45 points, will be assigned to the technical capacity of the bid, which includes the capacity of previously built and managed plants as well as experience in the design, planning, construction and managing of small hydro power plants, the invitation said.
The financial component of the bid will account for 30 points, while the bidder’s participation on the Montenegrin market will merit 25 points. To qualify for the next stage of the tender, each participant must garner at least 85 points, the ministry said.
“In case that such number of points is not awarded to at least five bidders for the respective group(s) of the water flows, the bidder whose application is among the five best ranked applications receives the status of the qualified bidder for that group of the water flows,” it added.
Montenegro currently has seven small hydro plants with a total installed capacity of 8.92 MW and a combined output of some 21.4 gigawatthours of electricity annually.
The country, which has total installed power capacities of 868 MW, suffers constant power shortages and increases the volume of electricity imports every year. Almost two thirds of its electricity output is produced by the two big hydro power stations, Perucica and Piva, and around one third is contributed by its sole thermal power plant TE Pljevlja.
