October 15 (SeeNews) - Bulgaria's Commission for Protection of Competition (CPC) said it rejected a complaint filed by a consortium led by local companies Trace Group Hold and Alve Consult over the ranking of the tie-up second in the tender for the construction of Gabrovo bypass road that includes a tunnel under Shipka peak.
The complaint was rejected because Shipka Pass consortium had failed to provide information about materials to be used in the construction of the scaffolding and formwork due to a misunderstanding of the technical definition, CPC said in its decision published last week.
The tender commission ranked first the bid of PSVT consortium that comprises local construction companies Patni Stroezhi - Veliko Tarnovo AD, Hidrostroy AD and Patinzheneringstroy-T EAD.
The price offered by Consortium PSVT was around 358 million levs ($212.3 million/183 million euro), while Shipka Pass tie-up's price was 359.6 million levs, Bulgaria's Road Infrastructure Agency said in March.
The 10.5-kilometre bypass road will have five tunnels with a total length of 4 kilometres, including the 3.2-kilometre tunnel under the Shipka peak in the Balkan mountain range. The deadline for completing works is 1,280 days after the signing of the contract.
Bulgaria intends to seek EU funding for the project under the Transport Connectivity 2021-2027 programme.
