February 16 (SeeNews) - Municipal heating utility Toplofikacia Sofia said it has terminated a 292.2 million lev ($159.6 million/149.2 million euro) tender for the construction of a waste incinerator in the Bulgarian capital.
The decision was made after the offers of four of the five participants in the tender were eliminated, Toplofikacia Sofia said in a document published in the public procurement register on Wednesday. As there is only one eligible offer left, it is not possible to make a competitive evaluation of the indicators, the company explained.

The decision can still be appealed before the Commission on Protection of Competition (CPC).
The tender was won in 2021 by a consortium comprising Bulgaria's Mix-Construction, China's Dongfang Electric and Everbright, and Turkey's Osal Energy. Bulgaria’s Supreme Administrative Court, however, found on January 12, 2023 that the consortium does not meet the required criteria.
