March 28 (SeeNews) - Kosovo and Serbia will not yet benefit from pre-financing under the European Union’s 6 billion euro ($6.5 million) Reform and Growth Facility for the Western Balkans, as a decision is contingent on whether a pre-condition for constructive dialogue has been met, the European Commission said.
