August 28 (SeeNews) - Romanian fixed-line operator Romtelecom has turned to an operating loss of 16.1 million euro ($23.7 million) in the first half of 2008, from a 25.8 million euro operating income a year earlier, under the International Financial Reporting Standards (IFRS), the company's majority owner, Greek OTE, said on Thursday.
