January 24 (SeeNews) - State-owned railway operator Zeleznice Srbije has called a tender for the supply of 15 new multi-system electric locomotives, the European Bank for Reconstruction and Development (EBRD), set to back the project, said on Thursday.
At the first stage, tenderers will initially submit only Technical Proposals, without any reference to prices, in accordance with the specifications, which lay down the minimum operating and performance requirements for the locomotives, the EBRD said in a statement.
Each of the unpriced Technical Proposals will be evaluated by Zeleznice Srbije and, if considered appropriate or necessary, will be discussed with each individual tenderer.
At the second stage, tenderers will be given the opportunity to revise their Technical Proposals to conform to the updated Tender Documents and will be invited to submit a tender which will comprise Price Proposals, together with the Revised Technical Proposals, which will then be evaluated.
The tenderer’s first-stage Technical Proposals must be delivered on or before March 27.
The tenderers’ Priced Proposals, i.e. second stage tenders, must be delivered on or before the time and date of the submission deadline, which will be notified in writing by the Zeleznice Srbije to all tenderers submitting Technical Proposals. Only firms and joint ventures submitting Technical Proposals will be invited to tender for the second stage.
Zeleznice Srbije intends using the proceeds of an EBRD loan towards the cost of the Corridor X Project whose purpose is to procure new multi-system electric locomotives and rehabilitate the railway lines along Corridor X on Serbian territory.
