The Serbian government supported Leoni's investment by buying the land for the factory and providing subsidies, the Nis city government said in a separate statement.
Leoni has invested a total of 75 million euro in Serbia so far and currently has a workforce of about 6,000 employees in the country, the president's office said.
The German company will become the biddest employer in Serbia, with a total of 11,000 workers, when it completes the construction of its factory in Kraljevo next year, the president's office added.
Last month, the Kraljevo city government said Leoni plans to build its fourth factory in Serbia in the town. Belgrade-based media reported in February that Leoni plans to launch works on a plant in Serbia worth over 60 million euro in July or August.
