June 27 (SeeNews) - The Energy Community Secretariat said it has issued a negative opinion on the certification of Serbian electricity transmission system operator Elektromreza Srbije (EMS) under the Third Energy Package.
EMS can currently not be certified as envisaged by the Preliminary Decision of the Serbian regulatory authority (AERS), as the company is currently not unbundled in line with the ownership model required by Article 9 of the Electricity Directive, the Secretariat said in a statement on Monday.
Moreover, EMS is still controlled directly by the Serbian government, the Secretariat said.
AERS is to adopt a final certification decision, taking utmost account of the opinion of the Secretariat, the institution noted.
The Energy Community Secretariat, based in Vienna, has the mandate to monitor the implementation of the treaty to create an integrated pan-European energy market, support investments, integrate climate and energy actions, pursue sustainability of energy systems and improve the environmental situation in its contracting parties.
