TIRANA (Albania), February 28 (SeeNews) – The European Bank for Reconstruction and Development and the Municipality of Tirana are seeking to hire a team of experts to provide a feasibility study for the construction of a new public transport terminal, the EBRD said.
"The Bank and the City, as public sponsor, therefore are seeking to hire under technical assistance a team of concession preparation, public transport, environmental and social and legal experts to provide the Bank and the City with a feasibility study for the terminal project and a set of tender documents and tender process support through to financial close for this PPP concession," the EBRD said in a procurement notice posted on its website on Monday.
The assignment is expected to start in early May 2012. It will have an estimated overall duration of nine months and a maximum budget of 500,000 euro ($ 672,020). The contract will be financed by the Italian Technical Cooperation Fund.
Expressions of interest should be submitted by March 26.
Competition is open to individual consultants of Italian nationality or to consultancy firms registered in Italy. Individual experts proposed by the firms shall be of Italian nationality or directly employed by the Italian consultancy firms.
Tirana intends to prepare an open international tender for the construction of the public transport terminal with the winning bidder selected and contracted under a Design, Build, Finance, Operate, Transfer concession. Following a successful concession tender process, financing to the private party will be analysed by the EBRD.
In structuring the terminal project as a concession, the city of Tirana will offer an 85,000 square metre land plot situated along the main corridor leading north-westerly out of the city toward Durres to be contracted out on a long-term basis (more than 20 years) to a future concessionaire to build, operate and maintain the terminal for the benefit of operators and passengers. In exchange, all bus docking fees, retail rental revenues, and parking fees, will be collected by the concessionaire.
The project will support the construction of bus platforms, retail space, and parking areas during phase I, and construction of a new tram/train station on the northern side of the plot during a possible phase II.
