The ex-communist Socialists have led Albania since 1997, when they took over the government from the Democrats of Sali Berisha following the collapse of the pyramid schemes that had swept the country. Hoping to win a third consecutive term, the Socialists re-elected Prime Minister Fatos Nano as their leader at the party's congress in May. The Socialists pledged to pave the country's way toward EU and NATO integration, which remains the main challenge for the next government. In 1999, under Prime Minister Ilir Meta, Albania opened talks with the EU to sign a Stabilisation and Association Agreement.
