PODGORICA (Montenegro), January 25 (SeeNews) – Transparency International said on Wednesday that Montenegro has moved three places lower, to 64th position, in the organisation's Corruption Perceptions Index (CPI) survey for 2016.
Montenegro achieved a score of 45 points in 2016, versus 44 in 2015 the survey, where 0 equals the highest level of perceived corruption and 100 indicates the lowest one, the corruption watchdog said. The 2016 edition of the survey ranks 176 countries, eight more than in 2015, based on how corrupt their public sector is perceived to be.
Transparency International calculated the CPI 2016 of Montenegro using four different data sources that capture perceptions of business people and country experts of the level of corruption in the public sector within the past two years.
Montenegro received its highest score, of 47 points, from Global Insight Country Risk Ratings. The lowest score, of 39, was given by World Economic Forum Executive Opinion Survey (EOS).

In its report on fighting corruption in the Western Balkans and Turkey, issued in November, Transparency International said the limited cooperation between the prosecution and police is the key problem behind weaknesses in the investigation and prosecution of corruption in Montenegro. Criminal complaints are rarely submitted by the police, while those submitted by oversight bodies or auditing agencies are extremely infrequent, the organisation said.
On the other hand, Transparency International praised the judicial reforms implemented by Montenegro in recent years, as they have strengthened the independence of the judiciary.
